FISCAL COURT: Bids revisited, magistrates pass on industrial recruiter, employees get raises

Butler County Fiscal Court met in regular session on Monday, June 26.  All magistrates were in attendance: 1st District Stevie Givens, 2nd District Johnny Tuck, 3rd District Chad Tyree, 4th District David Whittinghill and 5th District Bobby Moore. Judge David Fields introduced Isaac Myers, Field Representative for the Office of the Governor Department for Local Government from Frankfort, Kentucky.

The bidding process continued to take center stage at the fiscal court meeting. First to address the court was Nathan Roberts of Scotty's Contracting concerning the asphalt bid.

After hearing from Roberts, the court voted 4-0 to award the bid for asphalt to Scotty's.  Chad Tyree excused himself from voting since he works for one of the bidding companies.

Andrew Gabbard, of Green River Materials and Green River Equipment Leasing

Andrew Gabbard, of Green River Materials and Green River Equipment Leasing, addressed the court concerning the impact of his companies on the county.  

"We bring value to this county," said Gabbard.  "When you compare tonnage based on last year's numbers, we are $964.85 higher than BlueGrass Materials. "We pay taxes, own property, and have completed jobs at reduced rates for the county and city, not to mention we employ 48 people from Butler County."

 

The court awarded BlueGrass Materials the stone contract at the last meeting on June 12, 2017.

Judge-Executive David Fields announced that the county had received $64,900 from the Department of Transport to complete a drainage structure on Hwy. 411 - Love-Lee Road.

Third District Magistrate Chad Tyree made a motion to amend the budget by $25,151 to join the Bowling Green Chamber Regional Economic Development Program. The motion died due to the lack of a second. 


Morgantown City Councilman Russell Givens asked the court, "What is the county's plans for economic development?" Nobody answered the question.

 

The court approved a 2% raise for the following employees: Road Workers, Jail Workers, Emergency Management, Judges Office, Animal Shelter, and Recycling Center for a total of 45 employees.

Butler County Jailer Rocky Tyree asked the court to consider salary increases for Kelli Fugate and Tara McMillin.  Both ladies are integral to the operation of the jail and deserve the raise, according to Tyree.  The court approved Fugate from $13.72 per hour to $15 and McMillian $12.85 to $14.50 per hour.

 

The court approved the following items by a 5-0 vote:

•Payment of the 2016 delinquent tax bill for the Elmer and Frances Day Trustees property (old Morgantown Mall which was donated to the county) $3,665.09

•Marathon Fleet Card for fuel purchases

•Authorization to issue checks to Board of Assessment Appeals members

•Transfer $19.35 to Morgantown-Butler County Tourism Commission

•Bills and transfers

•Treasurer's monthly report

•2nd reading and adoption of the 2017/2018 budget

•reappointment of Joyce Guffy to BRADD Aging Council

•Litter abatement payments to Butler Co. Silver Spurs $589 and Belmont Christian Academy $528

•Affiliation Agreement with Barren River Health Department

•CDBG documents for Senior Citizens Center

•Deed restrictions for Leonard Oak Boat Ramps
