Brian K. Phelps, of Big Jim Road in Morgantown, was observed by Butler County Sheriff Deputy Chris Reneer, operating a white Ford van on Veterans Way without a valid registration plate on November 28th.
Upon stopping the vehicle and running a license check, Reneer discovered the license was suspended. Phelps consented to a search, and two individual baggies of suspected methamphetamine were found in his pocket.
Phelps was lodged in the Butler County Jail and charged with no registration plates, operating on a suspended license and possession of a controlled substance first-degree offense.
Deputy Reneer was assisted by Fish and Wildlife officers.
