Thank You from Chief Swiney
After much thought and consideration, effective close of business, Monday, February 8, 2016, I tendered my resignation to Mayor Billy Phelps. It was a very difficult decision to make, but one I felt was necessary. I have decided to take my career in another direction and I felt now was the time to make the change.
First, I would like to thank Mayor Linda Keown and the City Council for hiring me and giving me the opportunity to serve as Chief of Police of the Morgantown Police Department. As a Kentucky State Trooper with no official supervisory experience and an "outsider", Mayor Keown took a very big chance on recommending me to be Chief of Police - and for that I am greatly appreciative and thankful.
Next I would like to thank the citizens of Morgantown for accepting this "outsider" as their Chief of Police. I am no Chief Billy Phelps, nor did I try to be. I knew I had very big shoes to fill, but the community accepted me for who I was and for that I am very grateful.
The experience has been challenging, but very rewarding. The City of Morgantown is very fortunate to have Captain Paul Burden, Sergeant Denny Deweese, Officer Brian Ward and Officer James Embry. These men are dedicated police officers who take their careers seriously, strive to improve and are willing to sacrifice to serve the community.
Again, it has been a pleasure being part of and serving such a great community and I have thoroughly enjoyed working with and meeting so many wonderful people.
Chief Charlie Swiney
