School Board: 2018-19 School Year Off to a Great Start

The Butler County Board of Education met on Tuesday, August 14, at 6:30 PM at the Butler County Education Complex. Members present included Amy Hood, Delbert Johnson, Debbie Hammers, and Aimee Sanders.

First, Chairperson Dr. Amy Hood convened a meeting of the Butler County School District Finance Corporation. The corporation approved a resolution authorizing the advertisement and issuance of the Butler County School District Finance Corporation Energy Conservation Revenue Bonds, Series 2018, and all other documents in connection with the proposed bond issue. The Butler County School District Finance Corporation meeting was adjourned.

 Next, Chairperson Hood called the regular meeting to order at 6:32 PM. The agenda was approved as well as the minutes of the July10th regular meeting, the July17th special meeting and the July 25th special meeting. The board approved the treasurer’s report and payment of monthly bills. Finance Officer Eric Elms reported the balance at the beginning of the month as $1,584,908.70 and the balance at the close of the month as $2,078,002.46.

 Superintendent Scott Howard reported some of the past month’s activities. He mentioned the KASA Summer Institute and the informative sessions provided. He also stated that Rita Renfrow had received the Fred Award, expressing his pride in this recognition. He commented that he would like for the district to think about having an administrative retreat during the KASA Summer Institute, reserving a meeting room for that purpose. Superintendent Howard said that Opening Day went well and that Ryan Emmick did a good job with PBIS (Positive Behavioral Intervention & Supports) training. He reported that the first Week was a relatively smooth one. He expressed his thanks to the Morgantown Police Department and the Sheriff’s Department for the services they provided. He also stated that the district has requested that the Kentucky Highway Department Engineer take a look at the traffic flow around MES and BCMS, asking for any suggestions for improvement. Howard thanked the principals and teachers for their work to ensure that the school year began well. Amy Hood commented that her son’s transition to the middle school had not been as scary as anticipated and credited school personnel for the good transition. Aimee Sanders suggested that the district make a One Call or use another means of contact to families, reminding them of the first day for students. Additionally, Howard attended a reception for the retirement of Speaker Jody Richards and the Chamber of Commerce Board of Directors Meeting. 

 Under the Consent Agenda portion of the meeting, the following items were approved with no discussion:

•FY 19 Student Handbooks for Butler County High, Butler County Middle, Morgantown Elementary, and North Butler Elementary Schools

•FY 19 Faculty Handbooks for Butler County High, Butler County Middle, Morgantown Elementary, and North Butler Elementary Schools

•FY 19 Dairy Products Bid from Purity Dairies LLC

•FY 19 Bakery Products Bid from Bimbo Bakeries USA

•FY 19 Chemicals Bid with Reinhart Foodservice

•FY 19 Revised School Nutrition Handbook 

•FY 19 Pest Control Service Agreement with Leitchfield Exterminating

•FY 19 Grocery/Non-Food/Produce Bid with Gordon Food Service

•FY 19 SNP (School Nutrition Program) Sponsor Application

•Revised FY 19 Salary Schedule

During the Student Support Services portion of the meeting, the following items were approved individually:

•Resolution Authorizing a Contract, Rent, and Lease with the Butler County School District Finance Corporation and All Other Documents in Connection with the Proposed Butler County School District Energy Conservation Revenue Bonds, Series 2018

•Contract with J.J.B. Hilliard, W.L. Lyons, LLC to Serve as Financial Advisor for the Issuance of the Butler County School District Energy Conservation Revenue Bonds, Series 2018

•Butler County Schools Guaranteed Energy Savings Contract (GESC) (BCHS, BCMS, MES, NBES, BCLC/BCATC/Bus Garage) proposed by Trane, pursuant to KRS 45A.352 

The scope of work is extensive and will include such things as LED lighting controls, window film, and some miscellaneous HVAC replacements. These improvements will result in a savings to the school district.

•BG-1 for Butler County Schools Guaranteed Energy Savings Contract (GESC) (BCHS, BCMS, MES, NBES, BCLC/BCATC/Bus Garage) proposed by Trane

•BG-2’s for Butler County Schools Guaranteed Energy Savings Contract (GESC) (BCHS, BCMS, MES, NBES, BCLC/BCATC/Bus Garage) proposed by Trane

•BG-3 for Butler County Schools Guaranteed Energy Savings Contract (GESC) (BCHS, BCMS, MES, NBES, BCLC/BCATC/Bus Garage) proposed by Trane

•Process for Beginning the FY 19 District Facility Plan 

•Formation of FY 19 District Facility Plan Local Planning Committee

  Echo Zheng, Butler County Schools teacher through the WKU Confucius Institute

•FY 19 WKU Confucius Institute Contracts

The cost of having four teachers through this contract is $8,000 per year. One of these teachers will be at each school. 

•FY 19 Day Treatment Services Memorandum of Agreement with Ohio County Board of Education

•FY 19 Logan County and Todd County Boards of Education Vision Services Contract

 Kaitlyn Harrison, Butler County Schools Director of Special Programs

•FY 19 Adult Meal Price Increases to be in Compliance with 7 CFR 210.14(f) and Food Nutrition Services Instruction 782-5 REV. 1.  Adult Breakfast Price will be $2.50 and Adult Lunch Price will be $3.75.

The increased cost for adult meals resulted from the program review accreditation findings.

•Approve Special Meeting Date of August 23rd, 2018, for Approving FY 19 Tax Rates

Superintendent Howard said that he had no Personnel Report, but may have one in September.

The meeting adjourned at 7:13 PM.
