Recycling grant rejected on 3-2 vote; Clerk presents check, jailer outlines budget proposal

Butler County Clerk Sherry Johnson presents $239,968.48 check to Judge Tim Flener

Butler County Fiscal Court met in regular session on Monday, March 8, at the Butler County Courthouse. All magistrates were in attendance.

Butler County Clerk Sherry Johnson presented a check for $239,968.48 to the Court after her final settlement. The clerk's office reported an income of $4,375,655.66 with expenses of $4,135,687.18. Johnson shared a line item with the Court, Document Storage Fee, a new item added by the state last year. Butler County's total was $23,600. Johnson also stated the county needs new voting machines but is hoping CARES money may be available for the purchase.

Next, Butler County Jailer Ricky Romans presented the Jail Budget for FY 2022. The proposed budget has a $49,000 increase from last year. The FY 2021 Budget was $1,049,490; the proposed FY 2022 Budget is $1,098,267.81.

According to Romans, the jail is designed for 36 inmates; they currently are housing 65, with 31 being state inmates. The jail is reimbursed about $31 per day for state inmates, which has not changed in 20 to 30 years.

Covid-19 stopped the work crews, and building maintenance and supplies have increased. Jail toilets have not been replaced since 1986 and they continue to cause problems. Magistrates took no action on the proposed budget.

The Court's only split vote of the night came when the Butler County Recycling Center asked to apply for a Kentucky Pride Grant, the same grant that was turned down by magistrates last year. The grant is at no cost to the county and would provide an additional piece of equipment that the state says is needed.  Three magistrates - Kevin Phelps, Timmy Givens, and Dillon Bryant - opposed the grant request.  David Whittinghill and Stevie Givens voted in favor of the application. A 3-2 vote denied the request.

Butler County Rescue Squad Chief Brandon Keown addressed the Court again with more information concerning a new truck's purchase. Judge-Executive Tim Flener said the Court could purchase the truck now or wait and put it in the new budget. The Court decided to wait for the new budget.
