On April 3, the Morgantown Police Department received reports of a suspicious vehicle at the Butler County Extension office, believing the operator may be intoxicated. Upon arrival, officers made contact with Lisa Neighbors of Morgantown. Officers could smell the odor of marijuana coming from Neighbors' vehicle. As officers began searching the car, Neighbors attacked Mooneyhan, grabbing patrol officer L. Mooneyhan's shirt collar, and would not let go, trying to prevent him from searching. Officer Mooneyhan deployed his tazer, and officers arrested Neighbors. Charges are as follows:
Possession of marijuana
Possession of drug paraphernalia
Resisting arrest
Assault 3rd on a police officer
