Morgantown Mayor Receives 2024 KLC LEAD Award and Certified Municipal Officer Designation
LEXINGTON, KY – The Kentucky League of Cities (KLC) proudly announces that Morgantown Mayor Billy Phelps has been honored with the 2024 KLC LEAD Award and the Certified Municipal Officer (CMO) designation. Mayor Phelps is one of a handful of city officials to receive the CMO designation — the first to achieve the honor, which requires at least 45 hours of continual education. Mayor Phelps has 51.75 hours. The recognitions reflect his dedication to professional development and lifelong learning.
Mayor Phelps expressed his gratitude, stating, "I am truly honored to receive the LEAD Award from the Kentucky League of Cities. This recognition is a testament to the hard work and dedication of the entire Morgantown community. We strive to support continuing education for all our employees and elected officials. We have made great strides in economic development, infrastructure improvements, and building a vibrant community through education and training. I am grateful to KLC for this honor and to the entire staff of Morgantown who have been instrumental in helping us achieve all of our goals."
KLC created the LEAD Award, which stands for "Leadership Enrichment And Development," to honor mayors from smaller cities who prioritize continuing education as a service to their cities and communities. The award honors the legacy of Ann C. Deatherage, a lifelong public servant and former Carrollton mayor, who believed lifelong learning was essential to public service.

Chaney. “His focus on education and leadership is what the LEAD Award is about. Mayor Phelps received both awards at the KLC Conference & Expo, which wrapped up today in Lexington.
