Morgantown Mayor Billy Phelps Grade Card and Year-End Summary

As we wrap up the year of 2019, one of my most important missions is to keep the citizenry informed and abreast of all governmental activities, goals, and achievements. As such, each year I put together a list of highlights summarizing the most noteworthy accomplishments achieved on behalf of the Mayor's Office, and in collaboration with Morgantown's dedicated City Council.
• Made numerous proclamations, including the establishment of the National School Counseling Week,
“Kick Butts” initiative, And full support of United Way and early childhood development.
• Completely renovated and updated the tools and facilities available in City Hall to maximize our ability to work effectively for the people of Morgantown.
• Instituted a free business licensing program.
• Entered the city into a Guinness World Record competition, and were subsequently awarded a world record.
• Worked to establish a City Tourism Board.
• Instituted a modest restaurant tax to generate crucial city revenue to renovate our City Park
• Were approved and certified as a Trail Town city.
• Secured $150,000 to repair blacktopping throughout the city.
• Secured the resources to erect an heirloom clock in the town square.
• Repaired and replaced curbing along Main Street.
• Secured $50,000 in funding to produce the sidewalks along Dave Gaskey Lane.
• Created a free transportation program within the city limits that's had more than 1,500 riders since April.
• Created a bike share program in operation throughout the city.
• Refreshed, updated, and re-branded the city's official website.
• Secured a transportation grant for lighting along US 231 totaling $85,809.
• Secured a $100,000 grant from the Tennessee Valley Authority for the development of Industrial Park.
• Completely renovated the interior and exterior of the Morgantown City Pool's facilities.
