Magistrates consider changes to recycling center operations; no action taken

Butler County Fiscal Court met in regular session on Monday, July 13, at the Butler County Courthouse. All magistrates were in attendance: Stevie Givens, Kevin Phelps, Timmy Givens, David Whittinghill, and Dillon Bryant.

Judge-Executive Tim Flener has asked the magistrates to come to this meeting with guidelines for how they want the Butler County Recycling Center to operate. Fifth District Magistrate Dillon Bryant passed out guidelines and Second District Magistrate Kevin Phelps explained the proposal.

Several questions from magistrates were asked about the guidelines, such as when inmates will be allowed to return to work crews, the number of dumpsters in the county, and inmates' supervision. 

Fourth District Magistrate David Whittinghill stated he feels like the three new magistrates ( Phelps, T. Givens, and Bryant) wants to do away with the recycling center. 

Mr. Phelps stated his concern was the money being put into the recycling center and that " most people in my district are more concerned with solid waste than recycling."

The court agreed to table the guidelines until the first meeting in August.

Emily Hathcock addressed the court concerning the Regional Hazard Mitigation Planning Grant. 

"We would like Butler County to be the host county; there will be a $20,000-to $30,000 upfront investment, but all money will be reimbursed. The court approved the agreement by a 5-0 vote.

Local historian Roger Givens addressed magistrates concerning relocating the historical marker in front of Morgantown City Hall to the courthouse yard. The court approved the move.

The court approved the following appropriations:

-Boys and Girls Club- $11,250

-United Way 211- $2,250

-The city of Morgantown for Jail Work Crew for June -$4,110.04 

 

The  court approved the following by a 5-0 vote:

-First District Fire Protection Board Financial Statement- $78,000 balance

-Payment to U.S. Treasury for $109.76 for Quarterly Excise Tax

-$180.27 payment to the Butler County Tourism Commission

-Judge Flener to sign the contract with the State of Kentucky regarding FEMA Disaster DR 4428 for spring flooding 2019

-Give authority to Road Supervisor Jonathan Deweese to sell scrap metal


Bills and transfers

-$25,000 transfer from General to Jail fund

-Advertise audit in place of full settlement

-Annual treasurer's settlement subject to audit

-4th quarter FY 20 Financial statements

-June 2020 monthly treasurer's report
