Housing Authority of Beaver Dam recognized for Significant Achievement

Debbie Gillstrap, Jewel McIntosh, Jolene Johnson, and Carol Spencer

On September 19, 2023, the Housing Authority of Beaver Dam received an award from the HUD Louisville Office of Public Housing for Significant Achievement.

Jewel McIntosh – Executive Director, Debbie Gillstrap – Chairperson of the Housing Authority Board of Commissioners, and Jolene Johnson – Vice Chairperson of the Housing Authority Board of Commissioners were present to accept the award on behalf of the Housing Authority of Beaver Dam.

Jewel McIntosh became Executive Director of the Housing Authority of Beaver Dam in December of 2021.  Jolene Johnson has been a Housing Authority of Beaver Dam board member for around 28 years, 12 years as chairperson and 8 years as vice chairperson.  Jordan Gregory began working with the Housing Authority of Beaver Dam in August of 2022 to fill the position of Occupancy Clerk.  Dustin Cotton began working in September of 2022 and was later promoted to Maintenance Superintendent.

Carol Spencer – HUD Louisville Office of Public Housing Director presented the Housing Authority of Beaver Dam with this award.  She stated that Beaver Dam was designated as a Substandard Financial Performer in 2016 with a score of 1 out of 25 points.  With the new governance, the housing authority improved its financial ratios and now has a score of 25 out of 25 points.  “This is a fantastic improvement at record pace for a Public Housing Authority this small,” stated Spencer.  The Housing Authority of Beaver Dam was in Shortfall status for only one year, which shows the improving financial circumstances, which can be extremely difficult to achieve. 

The Housing Authority of Beaver Dam’s improving financial circumstances, along with the improvements in physical conditions resulted in raising the 2016 Fiscal Year Substandard Financial designation with a total score of 61 out of 100 points to 88 total points in the 2022 Fiscal year.  Beaver Dam is now designated as a Standard Performer, continuing to work toward the goal of High Performer designation.
