FISCAL COURT: Insurance, extension budget, KY 185 and pay raises among topics discussed

Butler County Fiscal Court met in regular session on Monday, April 25, at the courthouse. Magistrates Stevie Givens, Kevin Phelps, David Whittinghill, and Dillon Bryant were in attendance.  Timmy Givens was unable to attend.  


Lucas Gilliam and Joe Plunk from the Kentucky Transportation Rural Secondary Road Program presented the 2022-2023 Fiscal Year Road Budget Program for Butler County.

When asked aboutKY 185,  Plunk stated that improvements to that road would require federal funding and that no changes are scheduled at this time. However, improvements are being made on the Warren County part of the road around Snake Hill.

Lloyd Saylor presented the Butler County Extension Office Budget. He also stated that they planned to sell the old office building next to the courthouse.


In other business, the Court approved the FY23 KACO Health Insurance rates and agreed not to increase the employees' contribution rate. They also approved the KACO Property, Liability, and Workers' Comp rates for 2023.


Magistrates agreed to purchase a boat motor with the Rescue Aid Grant. The grant was $3,205, and the county paid $377.78 for $3,582.78.


The Court accepted Nancy Cardwell's letter of resignation from the non-paying position of E-911 mapping secretary.


 The Court approved the following pay increases:


–Recycling Center and E-911 Dispatching employees a $1.00 per hour raise starting April 25, 2022.


–William Kelley a .50 cent per hour raise after receiving his Class A CDLs starting April 25, 2022.


–An 8% increase to include Coroner and County Attorney, per KRS 64.530, will start the first pay period in the new term.


The Court approved all of the following items by a 4-0 vote:


–Addendum C with Combined Public Communications, LLC for Butler County Jail for four years


–Resolution for FY22 Homeland Security Grant


–Agreement between Butler County and E-911 for all new hires


–Bills and transfers


–$20,000 from General Fund to E-911


–$40,000 from General Fund to Jail Fund


–Budget Amendment


–First reading of the Budget for FY23 of $12,015,458.20


–Open bank account for Clerk Document Storage fee at Morgantown Bank & Trust(signers Tim Flener, Rebecca Jacobs, and LaDonna Whittinghill)


–Transfer the Clerk's Document Storage Fees of $23,600 to the new account


–Butler County Jail Policy and Procedures


–Corrected Butler County Conservation District Budget for July 1, 2022-June 30, 2023


–4th District Fire Department financial report
