Fiscal Court

The Butler County Fiscal Court met on Monday, April 13, at the Butler County Courthouse.  All magistrates were in attendance: Stevie Givens, Kevin Phelps, Allen Smith, David Whittinghill, and Dillon Bryant.
John Swords from the South Central Workforce Development Board spoke to the Court.  South Central Workforce Development is funded by the U.S. Department of Labor to serve 10 counties and to oversee the Kentucky Career Center system and federal/state grants. An interlocal agreement is required by federal and state law and is renewed every 5 years; its absence prevents receipt of federal workforce funds.  The agreement defines collaboration, roles, and responsibilities; the judge executives provide budgetary oversight and approve the fiscal agent; CLEO is Judge Flener.  According to Swords, the board reported 6 consecutive clean audits (unmodified opinions). The Court approved the agreement.
Butler County Clerk Sherry Johnson asked the Court to purchase two hard drives at a cost of $550 and four backup batteries at a cost of $560 to replace failing voting machine units for the upcoming election and general election.  The Court approved her request.
 
The Court approved Roy Hunter for the FY 24-25 audit at a cost of $18,900.
Gina Tynes spoke to the Court concerning insurance. The Court approved health insurance renewal, employees will pay a 5% increase, and the Court will absorb the deductible increase.
Deductibles increased: single $3,300 to $3,400; family $6,600 to $6,800; employee out-of-pocket limits remain at $500 individual and $1,000 family.
Monthly premiums increase: employee-only $7.07, couple $26.84, and employee with children $20.46.
The County has 45 employee-only, 2 couples, and 2 employee-children.
 
The Court had a lengthy discussion about FEMA’s requirement to “obtain and maintain” flood insurance for projects funded by last year’s disaster, Rochester Ferry Garage and Reeds Ferry House.  No action was taken, and additional research will be conducted.
 
Butler County Attorney ask the Court for the supplemental salary for Tiffany Norris, Victim Advocate, $14,361.23; the Court approved the request.

  • Transfer $35,000 from the General Fund to the Jail Fund
  • Transfer $10,000 from the General Fund to the E911 Fund
  • Incentive pay for the BC Sheriff-training
  • Empire Supply $865.64 for a bolt bin for the Road Department
