Endorsement of Phelps Candidate for Butler County Jailer

I am Dana Phelps and I am running for Butler County Jailer. With only 14 days to go until the election, I wanted to give everyone a good understanding of who I am.

I have deep roots in Butler County, and come from a family with a long local history. Going all the way back to my 4th great grandfather my family has been called to service, with him being a wounded Union soldier during the Civil War. My grandfather was Jimbat Johnson, and he also served Butler County. He completed his career with over 30 years as Butler County Jailer. Even my mother, Pat Lawrence, whom anyone will know if they’ve been involved at any point in Butler County politics, has always been an ardent participant on local campaigning and elections. My brother, Ricky Romans, served in the US Air Force and is presently serving, and preparing to retire as the elected Jailer. My sister Kim Turner Otto is a Professor at Bowling Green Community College. And my husband of 28 years, Billy Phelps, is the Mayor of Morgantown, a US Marine and the former Chief of Police

As for myself, I have a long work history in Butler County which includes over ten years of experience working in two different jail administrations. I graduated from Butler County high school in 1991 and went on to study at WKU. I then went to EMT school, and from there to 911 dispatch Academy at the Department of Criminal Justice Training in Richmond Kentucky where I become certified as a 911 telecommunications operator.

I served Butler County as an EMT for over 14 years and I’ve worked at the City of Morgantown for the past five years where I have received multiple certifications from the Kentucky League of Cities, and from the University of Kentucky. I have also received my certification as a city municipal clerk and a Masters of City Government.

I announced that I was running for Jailer in May of last year with the full support of my family and friends. I started my Door to Door campaigning on January 15, And have now completed visiting every door in the county.

The Butler County Jail‘s operating budget is a little over $1 million, and education and experience are critical when managing budgets and financing. It takes experience to know how to strategically save and spend money for our county. With my present job, I have a full understanding of how to structure such a a large budget, and how to operate effectively within it.

To help with the rehabilitation of inmates, I have reached out to a nurse practitioner that specializes in drug rehabilitation and clinical psychology, and she has agreed to come on board and help with the reoccurring inmate drug issues, and to work with the city government to increase access to therapy, and provide invaluable life skills to the inmates that are wanting to better their lives.

Motivation, education, and experience are all qualities that I will bring to the table, and I will operate with a commitment to continuously improve the lives and education of our inmates.

I will work with our Judge and magistrates, along with city government to upgrade our correctional facility, and to provide and expand our jail inmate work crews.

I am respectfully asking for your vote on May 17 as your next Butler County Jailer.
