On December 27th at approximately 11:28 officers of the Morgantown Police Department, along with a Butler County Sheriff's Deputy, arrived at 805 Barlow Street in an attempt to locate a subject inside. Officers made contact with Jarod M. Phelps, age 29, of Morgantown, Kentucky and Alicia M. Brown, age 24, also of Morgantown. Both Phelps and Brown were arrested and charged with Possession of Controlled Substance 1st Deg, 2nd Offense (Methamphetamine) and Drug Paraphernalia Buy/Possess. Phelps and Brown were lodged in the Butler County Jail.

Additionally, some stolen items were recovered from a separate KSP case. A trooper was on scene also.

Earlier this same date a separate subject was arrested for misdemeanor possession of marijuana in the courthouse.
