County takes first steps toward using $2.5 million in federal Covid money

Butler County Fiscal Court met in regular session on Monday, September 13, at the courthouse. All magistrates were in attendance.  Will Embry led the Pledge of Allegiance.

Lonnie Campbell from KACO and Keith Brock, Senior Vice President of Compass Municipal Advisors, gave a presentation to the Court of their services to aid the county in the spending and reporting of the $2.5 million the county is receiving from the American Rescue Plan Act (ARPA). The money comes with strict guidelines and detailed reporting.

The county prepared a loss of revenue report ($50,000), and Compass prepared a loss of revenue report ($150,000). The court is reviewing both reports since the amount of lost revenue can be moved directly to the General Fund of the county. Compass' fee for their service is 1.5% of the money spent ($37,523.92). The fee which can come from ARPA funds includes oversight of spending and reporting to the federal government through the duration of the program (2026). Accordingly, the court approved the contract with Compass Advisors.

Magistrates also approved the 2021 Tax Rates.

Following a closed session, the Court hired Kevin Givens as a part-time ferry operator/road department employee, less than 100 hours per month and $14 per hour. The motion passed on a 3-1 vote; David Whittinghill voted no and Timmy Givens did not vote.

The Court accepted the resignation of Diane Ingram, Sam Moore, and James Runion from the Butler County Properties Corporation. Judge-Executive Tim Flener explained that AOC recommended that all magistrates be members of the board since building the $11.2million Justice Center is in the future.

The Court approved the following items:

  • Payment to Rochester Volunteer Fire Department $13,500.02 insurance reimbursement
  • Payment of $10,000 to Ambulance Service for KBEMS Block Grant Transfer of $25,000 from General Fund to Jail Fund
  • Treasurer's Monthly Settlement
  • Bills and transfers

In other news, it was announced that Leonard Oak Day, scheduled for October 9, is canceled due to Covid concerns.
