A retirement celebration for Chief Billy Phelps was held on June 30 with over 50 friends and family in attendance. Those attending included past and present coworkers, former city council members, dispatchers, and former mayor Eva Hawes. This was a grand surprise for retiring Chief Phelps!

Billy retired from the Morgantown Police Department on June 30 after serving 24 years with the city of Morgantown. Chief Phelps was the first sergeant, the only captain, and the seventh Chief of Police. His service, dedication, and loyalty to the city and citizens will not be forgotten.
