UPDATE:The 2001 Hyundai was driven by Kayla Phelps, 18, of Beaver Dam, according to a release from the state police. Phelps and her passengers, Melinda Phelps, 18, and Cindy Cockrel, 39, both of Morgantown, refused medical treatment at the scene.
